Under Article 75 of the Constitution, Union Ministers are appointed by the President on the advice of the Prime Minister, and the Council of Ministers is collectively responsible to the Lok Sabha. A minister in charge of a ministry sets its policy direction, takes proposals to the Cabinet, answers questions and debates in Parliament, and reviews implementation with officials, States and institutions.
Delivery, however, is distributed. Grain is procured by the Food Corporation of India and State agencies and distributed by States; consumer complaints are decided by quasi-judicial commissions; renewable energy capacity is built largely by developers selected through competitive tenders; and most schools are run by State governments.
For that reason, this website attributes programme outcomes to the ministry, department or agency that reported them — for example, “the Ministry reported” — and attributes to Pralhad Joshi only what official records show him doing: taking charge, chairing reviews, launching initiatives, meeting counterparts, and making statements.
